Probably was our same experience, hard to remember that far back.  But I do recall it being mostly a biometrics appointment.  We headed to one of the land crossings with Canada which brings up another question, how does one apply for GE from outside the US?  Reading a bit on the program, it appears one can apply depending on the country and the agreements in place, but the final appointment (I will not call it an interview) will be either upon arrival or after entering the US.

You’d do enrollment on arrival in most cases. In OP’s wife’s case they’d most likely process her VWP admission, take her biometrics for GE, and send her on her merry way.
