My first sibling, his SS and green card were not delivered. We inquired online with all the details including the payment details that must be paid online. I believed it was a month later we had a reply and was told that it on the way.

The second sibling. both green and SS cards were delivered within 10 days after arrival without any further inquiry.

Also, both moved to NY, so we changed their addresses. One in USPS and USCIS ONLINE.

Was I-865 also filed by sponsor in the mail? Sponsors are required to update address with USCIS within 30 days of moving, until LPR becomes a citizen or earns 40 quarters of SSA.

Greetings!

My mom does not need to do that as she already retired and had already credited with 40 quarters of work, per USCIS.

Immigrant is the one who needs to get 40 quarters, not the sponsor.

Whoever is the sponsor / joint sponsor is responsible for updating their address until immigrant becomes a US citizen or earns 40 quarters.

Form I-865 was not filed in the mail as mom already earned her 40 quarters with SSA. And she is still in NY with the same address, however, both my brothers had to changed and updated their addresses as both came here in Michigan, visited mom in NY and decided to stay, as there were too many jobs available and loved it there.

And YES, we understand, that is why we updated their addresses.

Thank you for explaining, this makes sense.

It doesn't matter whether sponsor is working or retired. It matters that your brothers are not citizens yet nor they earned 40 quarters of SSA. Because of this, any living sponsor, whether retired, employed or unemployed are required to file I-865 when moving. I-865 is about sponsor's address change. If sponsor moves, they must file this form.

If your mother still lives at old address, she indeed doesn't need to file it.

Good luck!

YES, we are very aware to always update addresses in each time one moves. I myself is an immigrant and was very aware with the things that is needed to be done like the above until one becomes at least a citizen.
