Received NOA2 a month ago. Case Sent to NVC. Who Gets Notification by mail? (Petitioner or Beneficiary)

Aren't you able to do DS-160 now and schedule the interview and medical exam? I am assuming you have already done the DS-160 now that you have the case number. I haven't ran into any walls when it comes to the process after that. I am sending my fiancée in to pay the fee for the interview and trying to schedule it for the last week of May.  So far I have been able to do all of our business on https://portal.ustraveldocs.com/ . I do not officially have the interview scheduled, but I am just waiting to pay the fee first. Where is this process hung up for you after receiving your case number?
