It's a film noir and a pretty good one for a Hollywood movie. It was made over 30 years ago and is considered a classic.

The husband in question was a water commissioner... The water is really important in this movie.

The character whose quote I listed is a PI (private investigator) who gets embroiled in this story of murder, betrayal, affairs, corruption, and incest. Ending is not good.

The movie is set around the 30ies in South California.
