Refused in their speak means not approved, not denied.

Hello, I am confused as I just got another email from embassy saying to submit my passport and when I went to the tracking, it says the passport is sent back to me today, on ceac it is still saying refused for 29th. 

 

I do not understand why its sent back without completing processing, I did not ask for my passport back.

There are only 2 options, they asked for the passport too early and are sending it back, or they asked for it correctly and have issued the visa. The second is much more likely

 

I have never paid that much attention to the online portal.

Actually I just went back to the portal, it does not say it is being sent back. It says in-courier number, my address was appearing there which is why i thought they are sending it back. Now I am more confused as to why they would send another email to request passport (again) after a month, and despite having my passport with them already. What should I do? Anyone who faced this before?
