Civil Documents - Police Certificate from Hong Kong BEFORE filling in DS-260?

Hi everyone, my I-130 petition has just been approved and is currently at the NVC stage and I have received the welcome letter.

 

I know that the next step is to pay online and then wait until NVC has processed payments and I can access Form DS-260.

 

In the meantime, can I start to work on the civil documents including getting a police certificate? I reside in Hong Kong and they require you to do it in person, however I am travelling for 2 months starting Sunday and I would like to get this done ASAP to avoid any delays in my visa process.

 

The requirements only state that I need the welcome letter as well as proof of identity- https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/HongKong.html
