I have successfully submitted the DS260 forms for myself and three dependents. Its been week since, however, I can not find the "Upload Documents" tab. I am filing my case by myself, so DO NOT require an AOS, however, I still need to upload the scanned version of my Civil documents. Did anyone face the same problem recently? Had sent an inquiry to the NVC via their online portal already (four days back). I wish they don't ask me to mail them the Civil Documents physically? Any possible solution?

What does your Welcome Letter say to do? How are you applying, which category?

I'm applying under EB1 and have to mail the documents, not everybody can upload them.

Would it be ok that I send the scans of my documents to a friend in the US and he prints and submits the documents to NVC on my behalf?

I can't see why not, as long as you don't require originals to be sent.

If he's happy to do that, and can do it promptly (a courier will usually only take a day or two to get documents to the US from most places, so it would be awful if he delayed it for you!), then it should be fine. I'd just ask him to make sure it's sent via trackable post.
