DV-2024 site isn't working

Trying to apply for a relative but every time I try to submit the info on the official DV lottery site I get this message:

I've tried different computers, operating systems and internet browsers but it's been like this all week. I followed a YouTube guide that supposedly fixed it but it didn't work for me. Any ideas and how to help?

Aug. 17: Applied for US passport+book at metro Denver USPS, expedited processing, 1-2 express delivery, barcoded application from online wizard.
Aug. 20: Online status changed to “In Process” with locator number 34 (Charleston, SC). 
Aug. 23: Check cashed. 

Sep. 21: Status changed to "Approved” then “Shipped” later in the day.

Sep. 23: Passport book delivered, next-gen passport regular book. Label on envelope says Charleston, SC.

Sep. 25: Passport card delivered. 
Oct. 4: Naturalization certificate delivered.

Not at all. I message state.gov's help center a few days ago and they haven't responded.

I had no issues submitting a new 2024 entry a few minutes ago.


However, there is a problem now with the DV lottery status check on 2023 entries. Issue seems to be with the bot detection captcha. Now to find who exactly and how exactly to let the DOS know of this issue ...

I was able to finally submit it using Firefox on my phone (in a private tab after clearing cookies etc).
