My partner just had her naturalization interview and 751 ROC. The officer told her he had yet to receive her file and couldn't rule on the ROC but then went through the n-400 section with the history and written tests before explaining how to get a passport.  He was very non character about the whole thing, not requesting to see any or our documents or even really knowing our file. What do I make of this?

The A file is likely stuck in a limestone cave. Literally.
