Hello guys! I just wanna ask if my brother in law can submit his expired green card for the I-864A supporting evidence?. Because my sister petitioned my parents and we are on the NVC process now.. And we are having a problem with my bro in law expired green card..

Has he applied for a new card ? If yes then submit the I797 for that application as well as the copy of the expired card

Yes, he is.. Thank you! And may i ask if it’s okay that they did DS-260 first before the Affidavit of support?

NVC opens up the “window” on the applicants account in order of DS260 then AOS fee then Civil and  AOS documents.. the next step only opens up after the preceding one is completed..
