When I got my first receipt notice of action t was dated 09-02-21 and said “we have received your form and are currently processing the above case for the following beneficiaries “ that came from the Potomac Service Center. My next notice of action came 09-09-21 and was a welcome letter for my uscis account access and was from the California Service Center. Does this mean that my case was first at Potomac and then transferred to California?

Maybe.  Call the USCIS hotline or Ask Emma online to find out where your petition is currently assigned.  Unless you intend to log a ticket for Out of Normal Processing Time, it does not matter much which service center has your case because USCIS may transfer it anytime without notifying you.
