Parents given Immigrant Visa starting with Rxxx instead of Axxx

My parents finally got their immigrant visa but the passport stamps show the visa number is starting with "R" and has 8 digits including R. Normally Immigrants are granted 9 digit visa number starting with "A". As a result I cant pay the immigrant fee required to be paid before they can come to US.

 

Anyone else came across this?

Actually, it can also be paid after arriving in the US.
