My wife is from Uzbekistan, we live in Georgia now. I wondering what the process is to have the interview outside of her passport or residency countries.

 

It would likely not be very safe for her to return to Uzbekistan (apostate+woman living alone without her family) so if anybody has experience going through it all outside of your home country I would really appreciate you sharing how you did it. She has no residency here, and she could likely only get residency as a student.

Interviews must be in country of citizenship or country of legal residency.  If she's a legal resident of Georgia now, you simply make this request of NVC, providing evidence of her residency status there.  If Georgia is neither of those, you would have to make a special request for an exception and provide both reason and evidence to support your request.

 

What is her actual status in Georgia?

I live in Portugal and on the US Embassy website it says "The U.S. Embassy in Lisbon and U.S. Consulate General in Ponta Delgada NO longer process immigrant visa (IV) or diversity visa (DV) applications. These offices neither schedule nor conduct IV or DV interviews. ALL immigrant and diversity visa interviews and adjudications for residents of Portugal will take place at the U.S. Embassy in Paris, France." So we've put the embassy in Paris on I-130A is that OK?

Yes.  There is only one immigrant visa unit per country but some countries have none.  More accurate statement from me would be you must interview at the Immigrant Visa Unit assigned to country of citizenship or legal residency.

Yes, you'll interview in Paris France for the immigrant interview. 

I wouldn't worry about the I-130 because once the I-130 is approved NVC appears to schedule the interview based on residential address and they don't seem to care about the consulate you choose in the I-130. 

Many members have chosen a consulate to interview at on the I-130/I-129F only to be assigned to the consulate based on the last residential address.

What status is your wife on in Georgia?

If she listed her last address as Georgia and she is a resident in country she should be scheduled for an interview in Georgia. 

If she listed her Uzbekistan address she'll probably be scheduled for an interview in Uzbekistan unless you can show proof she should interview in Georgia. 

Remember if she has lived in Georgia for more than 6 months she might be expected to provide a police check from there... 

I would get official residency squared away so she can interview in the country of your choice.
