OCI renewal getting error Government reference number is not valid

I am trying to renew my daughter's OCI card. I registered in https://ociservices.gov.in/ and got the  as my file number. Now when i try to register in vfs https://row1.vfsglobal.com/IHCUSPostalAppointment/Applicant/AddApplicant, i am getting the following error.. Not sure whats wrong.. Any suggestion.. 

  • Government reference number is not valid. Please recheck if its correctly entered or belongs to the correct Consular Jurisdiction

Just going to add to this. This is for a Visa, I am putting in the Application Id. I can't find anything different to put in there. At first I was pasting it, but I also typed it in. Nothing seems to work.

Update: I figured it out.

So there first part of the Visa or other type of application is filled out in field above. So for example your Application Id is:
Just put the XXXXXXXX in the second field.
(of course replace the XXXXXXXX with whatever the number/letters are)

The thing is I put just the second part in and it still didnt seem to work, so I took at the first digit hit backspace, then put in back in again and it worked.
so might have to play around with it.

Update 2:
The site was not rendering correctly and that was where the confusion was coming form. I want straight from Indian site to VFS global. I was wondering why it was looking so weird.  I logged out before completing my application. When I logged back in again it rendered correctly, was less confusing.
Try doing that (though you will lose all the data you have put in).
