It looks like the Embassy in Manila is getting to IR1/CR1 interviews in about 45 days. If I can keep this train on the tracks and avoid an RFE at the NVC, maybe it can be done in 15 to 16 months all-in.

I got my letter for interview at USEM just 3 weeks after my case DQ.  Then there's @top_secret whose wife and child completed their visa process in 7 months, from petition filing to visas-on-hand!  They even had 1 RFE at NVC stage.

That RFE cost us 2 whole months.  My only sage wisdom is get it 100% perfect the first time around with NVC.  Trivial items can be costly.  We also lost a couple of weeks getting the NBI Clearance too.  Theoretically we could have done the whole immigration process from start to finish in less than 5 months.  Though I won't complain at all about 7 months.  They should finally be here this Tuesday.   I followed allot of peoples cases at USEM as I was trying to predict how things would go from DQ to interview letter.  @Chancy's 3 weeks actually seems fairly typical for CR/IR1 cases in Manila lately.  I feel confident that USEM has completely cleared any backlog in that specific category and cases are moving promptly once they are DQ'd at NVC.  It's other countries that have long delays for interviews for IR/CR1's.

I think in some ways I'm fortunate.  I'm a Virgo, and I'm told I'm disgustingly organized.  I'm an engineer, and that makes me pretty detail oriented.  Lastly, I'm just a little OCD.  I'm flexible about a lot of stuff, but the stuff that matters needs to be spot on.  We are collecting documents as we speak.  Things like joint accounts are falling into place.  We are planning to land in Southwest Florida, rent for a few months and then buy or build a house.  The issue with the timing is that if you want to rent there December to May, the monthly cost is easily twice what it is in June to November because there are so many "Snowbirds" wintering over there. Anyway, this conversation has been a fountain of knowledge for me, and a source of relief over the timeframes involved.  Right now, having submitted online, the TSC has my case and they are running 9 months + a week.  The best case scenario looks like 15 months from NOA1 to interview.

Thanks to all who helped explain this.  Take care and be safe.

If I were wagering, I would place my bet on it being considerably faster.  But nobody knows.  It is certain that you can't predict anything by only the timelines USCIS provides.  My I-130s were in TSC, then they were approved by Nebraska at just 49 days.  "Best case" could have been as little as 5 months for us starting out at TSC.  We missed that but made 7 months which feels awesome. It may very well take 15 months but that is very far from best case scenario.  USCIS times are all over the place.
