This was our experience. If the I-94 is not expired then the ID or CDL will expire at the same time as the I-94.  If the I-94 is already expired then you need both an SS number and either the GC or the EAD.

797c from AOS will not work unless you have an expired EAD and the 797c relates to your EAD process. 

 

We were also advised by several DMV folks not to try the AB60 license because while you can get that one with no immigration status that it could red flag our immigration case. Because DMV in Sacramento has to report all this to USCIS etc. So it was best to just wait until we could get either the EAD or GC with a SS number.
