After 72 days KCC unlocked my DS 260 for DV 2022

Hello everyone . KCC unlocked  ds 260  today. 

before resubmit my Ds 260 i want make sure some questions answers which asked ds 260 form.   one of them is have you ever got US visa refusal ? I wrote no , but  i m not totally sure of that.
In 2018  i applied second time US   B1/B2 visa ( visitor visa) and paid money 160 $. After i send  my passport to embassy because  for US regulation sometimes if you applying same type of visa second time they do not request visa interview. However after 2 weeks i got mail from embassy about  requesting from

me to  take interview date  and i tried take but next 4, 5 month all interview date was booked and i could not take any date .

then  i got call from US embassy  they asked me why you do not take interview date i said i could not take because all dates was booked and i changed my plan i do not need visa   as a reault  i did not take interview date for one year. for this case is it visa refusal? What should i answer for visa refusal question on DS 260?

i have question 

When KCC process DS260 is it considering first submission date or resubmitted date ? I have a big gap date between first and lastbsubmission.
