I'm a U.S citizen by birth and my wife is a U.S citizen through naturalization.

 

My mother-in-law in Nigeria was trying to get an interview at the U.S embassy in Abuja in order to renew her tourist (B-2) visa but they're saying there won't be any availability for an interview until next year.

 

Is there a way I can pay the U.S embassy to schedule like an emergency interview for my mother-in-law?

Emergency interviews are available, they do not cost more, just the regular fee.

If I wanted to get an emergency interview, what's the process? Do I send a letter to the embassy to request the emergency interview? Or how or who do I pay to get this done?

No, you can't just "pay," or fabricate some emergency.  In fact, you do not play a part in the process at all.  She applies online and gets into the queue like everyone else who is waiting for an interview.
