I had interview on 3rd May and Montreal consulate took my passport and told me that my case is under Administration Processing. They sent me email DS5535 I sent them back with all information. Now my Ceac status changed Refused to Issued but under it says my case is under administration processing which might take several weeks when process is done you’ll receive email regarding collecting passport.

My question is why they changed Refused to Issued because I researched Issue means when they print visa.

Everyone goes through administrative processing.  AP also includes the finalization of your file to be sent back stateside and preparation of the passport package to be delivered to you.
