In order for a US citizen parent to pass on citizenship to a child born abroad, the parent must have been physically present in the US for at least 5 years prior to the child's birth and at least 2 of those 5 years must be after age 14.

A CRBA has to be filed with the US Embassy to record the child's birth and US citizenship.  The father will need to send in proof of his physical presence in the US meets the requirements to pass on citizenship.  School transcripts are best.

Aaron has explained the physical presence requirements above.

 

The affidavit does not give the father privilege to do anything. It is required to be submitted for the child to be recognized as a citizen. Once the child is confirmed to be a US citizen, either parent can take him to the US, subject to usual custody/legal etc factors if they remain unmarried.
