Well,  yeah one year is too far from the 5 year mark.  Meaning you were only born in the US but almost never lived there?  

 

The response of the embassy sounds like they are all about the fees.

I am no where near the 5 year mark. I’m about 1 year. It makes a lot of sense 

The response you posted just makes it sound like you asked about a CRBA, not whether it is required first. It’s possible they didn’t read the question in detail and gave a form response.

 

By the way it is 5 years of which 2 have to be after age 14. And just ensuring you understand this because some people get confused, those years can be in any legal status.

I know.  If you could do it without paying a fee, maybe no big deal, but if you have to pay a fee when you already know it will be rejected, that is very unfair.
