I693 is a uscis document and is not used by the consulate for visa interviews.  The consulate has a list of panel physicians that the visa applicant must go to in order to get the medical exam.  Typically after the exam, either the panel physician submits the report directly or the applicant hand carries to the interview

Usually after the interview is scheduled because the medical only had a 6 month life
