Partner lives in Arkansas. Makes over the required sponsoring income.

I live in Mexico, won't move Until K1 is processed for wedding.

We're starting our lives in Ohio. Immediately relocating and getting married there.

Does she need to have a new job already set (and for how long?) in order to begin to file the k1 in Ohio m, or can she file using the information and tax records she has from her current job in Arkansas.

You do not file K-1 visa, you file form I-129f to petition alien fiancé. You get a K-1 visa once you have an interview at the US consulate. You don’t need to file anything related to showing financials with the I-129f petition. You will need to show financials (current income etc.) when you have an interview at the consulate (which is at the very end of the whole process).
