After interview with the consular at embassy the officer give a white paper and ask for two documents to submit with the passport to dhl and they return the documents with passport no visa issued and no further explanation now case showing refused and in other hand showing escalates what does that mean

The status will be on Refused until you submit the documents after which it will change to administrative processing

Also, fill out your timeline for specific responses. This is more common in some embassies than others.
