I just received my case and invoice number this afternoon by the NVC. I was informed that my case is still at the NVC (of course it is). How soon should I complete the DS-160 application? Manila embassy is closed until further notice. Should I wait until they reopen to complete the DS-160? Would love to hear your thoughts.

As soon as you want. The MRV fee is good until September 2022.

You can complete the DS-160 just about anytime you want.  They don't expire.

 

The visa fee, once paid, is valid for one year.

I believe the MRV is now valid until September 2022. At least that is what I read on the Philippines Embassy website. 

 

Excerpt from the travel.state.gov website, "In the meantime, the Department extended the validity of MRV fees until September 30, 2022, to allow all applicants who were unable to schedule a visa appointment due to  the suspension of routine consular operations an opportunity to schedule and/or attend a visa appointment with the fee they already paid."

Yup I read the same the other day.  'bout time they address this issue.     ;)
