I would like some advice/suggestions....

I filed my I-129 on October 20th, it was delivered via USPS Express Mail on October 22nd.  I filed out the G-1145 notification as well as G-1150 credit card authorization.

On 10/30 I got a notification from American Express that some fraudulent charges were attempted on my card, so they cancelled the card.

As of today, I have not received any notification from USCIS about acceptance of my application.  I also just talked to AmEx and haven't had any attempted charge on the cancelled card for any amount close to $535 nor any attempt from USCIS/DHS.  Furthermore, it is unlikely the charge will go through since that card was cancelled.  I had not used that card for a while, so it seems almost certain that the card was compromised when it was sent to USCIS!

I read that if they are unable to process the charge, they will just return the whole application.  My questions are

-Is it possible to get someone on the phone and update my credit card information or mail/fax a new G-1150 payment form or is there any way to prevent my application being rejected on basis of payment if they can't charge my card?

-Does 18 days seem uncommonly long for non-response to a G-1145 form?

-My biggest worry is that someone opened my application, took the G-1150 with my credit card info, then ditched the rest of my application in the trash to cover their tracks, so USCIS didn't even get my application.  Has anyone heard of such before?

-Is my best option to wait for something (either return of my package or receipt from USCIS)?  Or should I immediately reprint all my documents and re-file my application, perhaps this time with a money order?

-I used US Postal and sent to USCIS, PO BOX 660151, DALLAS, TX 75266-0151.  If I should re-file, should I send via FedEx to the other box address perhaps?

-Any other tips to get things moving as fast as possible?  I have a daughter in Russia who is about to turn 1 year old and I haven't seen her except for a few days at birth... my fiancee is patiently waiting and so am I... meanwhile my heart is breaking and it seems nothing is going according to plan.

The whole petition will be sent back. They have a a process. IT can take up to 2 months for them to return the documents.

-Does 18 days seem uncommonly long for non-response to a G-1145 form?   Not uncommon.

IT can take up to 60 days for your applicaiton package to return. they have a return process

-Is my best option to wait for something (either return of my package or receipt from USCIS)?  Or should I immediately reprint all my documents and re-file my application, perhaps this time with a money order? if you are sure they will return or your app rejected you can file a new application package before the 1st one is returned.

They have one address for USPS and another for FEdex, UPS. use the address they specificed on the website for Fedex.

Lockbox doesn't change at all based on petitioner's address: https://www.uscis.gov/forms/direct-filing-addresses-for-form-i-129f-petition-for-alien-fiancee
