Pretty much. As mentioned before, family immigration extends beyond just marriage but is still a clearly defined, limited path. 
 

There are millions of people all over the world that “want to move to the USA”. So the line has to be drawn somewhere as to who can and who can’t. We also need to ensure that there are jobs available for people already here before we bring in people from other countries. Otherwise the very things people want to move here for (better opportunities, higher standard of living, good schools, good health services, etc) disappear and collapse under the weight of the number of people they are trying to support. There is no visa for which the only requirement is “want to live in America” except the diversity visa but if he was born on the mainland of the U.K. he does not qualify for this. 
 

Unless he is a vet or a high-level professional within management or marketing - a position that the shelter may struggle to fill locally - then there’s no chance of a work visa. 
 

To be honest, if he’s an entry-level type worker then he’s better off in the UK. The social safety net there is much bigger and stronger than it is here.
