Downgrading from F1 to F2B: Still possible?

I have the  following scenario:  Case is now with NVC and the applicant is thinking to downgrade to F2B and get the Visa already. Is this still possible when F2B category date for filing is already MAR16 according to AUG2020 Visa bulletin?


FINAL ACTION DATES
FI:       15AUG14
F2B:     08JUN15


DATES FOR FILING
F1:         08JUN15
F2B:    15MAR16

PD: 15AUG2015

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

Sorry for my unclear message. The petition was made when the petitioner  was LPR, but during the wait became a USC. Now when NVC sent the petitioner the Notice of Immigrant Visa Case Creation message, the Visa Class shows F11 which according to google is unmarried son or daughter of a USC. The applicant is now wondering if it is possible to go back to F2B instead of F1 because of the information from AUG Visa bulletin if it can get faster for the case.

NVC correctly changed the category because of the petitioner becoming a USC. They no longer qualify for F2B.

 

Plus there is a ban currently so they wouldnt be able to get their visa, at the earliest, until next year anyways
