Yes you can set up an account and work on your application before being eligible  to Submit.

 

I did the same for about 8 weeks prior to being eligible. Please note that no work done on your submission for 30 days will automatically delete your entry. 

H1B: Feb 2001 (London)

L1A:  Jan 2014 (London)

AOS: May 24th 2016 - June 20th 2017

N400: March 23rd 2020 - June 29th 2021

Passport: July 1st 2021 - August 30th 2021

Social Security: July 1st 2021 - October 5th 2021

for online only: time zone issues -- just saying that your local time zone day of eligibility may not be the USCIS-recorded time of submission. There were instances when the n-400 was submitted before (for example) 2 am on the first day of eligibility but the online software recorded it as having been submitted at 11 pm the previous day. You don't want to have that kind of headache of having your n-400 denied for too early application. Better to wait one or 2 days after eligibility.
