Hi

my conditional green card expired May 24th and here in Kuwait the travel out of the country is banned since mid of March until now, They may reopen the travel in July or Aug, now what can I do after they reopen the border or airlines to travel to US while my green card expired? I searched a lot in USCIS site but no helpful information there about this kind of cases. Please help!

You just need the expired GC and the NOA you received when you filed for ROC. The NOA extends the validity of the GC for 18 months.

The NOA for 18 months already expired, I have passport stamp valid for 6 months which is already expired on May 24th. I applied for ROC in 2017 and still under process

So you're out of the US, the extension letter is expired, and the passport stamp is expired?

Did you try to get on any repatriation flights or contact the US embassy or consulate beforehand? What did they say?

The best option now is probably a boarding foil. You can apply for this at the nearest US embassy or consulate. It's single use and not cheap, but that's what it is at this point.
