Timeline

The date of filing application for june 2020 is now March 2009, and my priority date is December 2008.

From Above dates, I expect that I should be able to submit my documents in the Consular Electronic Application system.

I got the ID number by calling NVC, and when I process in consular electronic system it shows that my case is not eligible for further processing!

what shall I do (knowing that I havent got the letter with ID number yet, I only got the ID number ny calling NVC)

Don't confuse data collection with further processing.

Does NVC have your email address? If so, you should have received email by now with invoice number. If you did not provide your email address, suggest you do that first and then call as well.
