USCIS lockbox doesn't like scrapbooks. Photos can be printed on regular paper with captions underneath.

"Use fasteners to hold together thick or bulky applications or petitions. Two-hole punching the top of the material for easy placement in the file is appreciated."

Please read the filing tips and guidelines thoroughly. Online filing is probably better at the moment anyway. But if you would prefer to send a hard copy then follow the guidelines. Make it as easy for them to work through your file quickly as you can. Scrapbooks and binders just slow everything down. Plus such things won’t be returned, they will be destroyed.
