Applying for SSN for child born in Korea question

My son was born in South Korea and I got him his CRBA and Passport last year and want to get a SSN for him.

 

If I'm right, I just need to: 

 

1) fill out Form SS-5-FS. or Form SS-5 if sending to USA

2) Copy of birth abroad

3) copy of US passport biographic page

4) My US passport

 

Then if I'm right, I can only send it to the phillppines in Manila to get it processed? Can I send it to the united states to get it processed?

Is the FBU office not operating in Seoul anymore?  If not then Manila

Yes, they don't do it anymore and they said to send it to Manila, but I've been reading that people are having issues when sending it to manila. I'm not sure if I can just send it to the US and have my son's card sent to my mom's address.
