Is it really necessary to send Originals with the Report of Marriage to the Embassy/Consulate in Washington? Its my understanding of the checklist to send passports, greencard, original marriage license, (all with 4 copies of each) to the embassy to file report of marriage. That's a big risk and what do you do in the event your stopped and ask to provide proof of residency if the greencard is mailed to the embassy. Much worse what if said documents are lost in the mail. I have a horrible history with important documents being lost in the mail... to include certified mail with tracking number.... So has any one been able to get it processed without sending passports and greencards in? Thanks.

The only originals you send is the marriage certificate (will be returned) and a couple of original signed and notarized versions of the ROM form (one executed version will be returned).  Passport, GC, et al are copies of the original

That is what is listed ... I wouldn't send it .    They can be happy with copies as you are required to have your green card in your possession at ALL times.
