Hi, Im the petitioner and  my husband lives in Egypt. He was born In Dubai and in Dubai if your not a Emirati then you cannot be a Citizen so people who are born there but came from another country you have to get a birth certificate from that country embassy or the country itself. Now My husband had a rejected document from the NVC and it was for the birth certificate. Its been twice that we have been rejected . The first time we send the bilingual document that had both English and Arabic in it and it was signed by the Ministry of Public health of Egypt in Cairo‘s main office. they did not like that form or they commented and said that it is not an acceptable form then we submitted the original form and underneath it was a translated but not from a governmental office. They also rejected that. The only thing that scares me right now is that they might want a birth certificate from Dubai but that is a lot more complicated to try and get it because he’s not in emirate citizen. what is the guideline for someone who is born in Dubai but lives in Egypt and needs the proper birth certificate for the NVC? their comment on the second time that we submitted our form was : please replace this with an acceptable Birth certificate from a correct issuing authority. please use the document finder (NVC website for guidelines) for acceptable document guideline. What should we submit?

Yes, I believe so. I guess my only concern is do I need to get the birth certificate from Dubai or Egypt birth certificate. either way the  Egyptian  birth certificate says that he is born in Dubai. ?? i’m not sure what is the correct document.

n Dubai, once the baby is born, the concerned hospital will issue a ‘notification of birth certificate’ in Arabic. This certificate should then be attested by Ministry of Health and Ministry of Foreign Affairs.

For obtaining the birth certificate the following documents are required

  • Original as well as copy of the parent’s passport along with their residence permits.

  • Copy of attested marriage certificate.

  • Discharge summary from the concerned hospital.

For an Arabic birth certificate, these documents need to be presented at the relevant counter at Dubai Hospital, Rashid Hospital or Latifa Hospital. If all documents are in order, they will immediately issue the birth certificate. You can also apply for a temporary health card for your baby which can be used for obtaining free immunization from Dubai Government Health Clinics.

For an English birth certificate, you need to visit the Preventive Medicine Department at Al Barsha Hospital. You need to get an application form from Birth Certificate office. A translator will type your application and you can get it attested at the Ministry of Health counter in the same hospital.  Once attested by Ministry of Health, the document needs to be taken to Ministry of Foreign Affairs for further attestation.

KSA birth certificate has to be obtained before a CRBA can be applied for in the US embassy.  It’s a treat going from place to place trying to catch government workers on the 2-3 working hours they randomly pick to be present at work between prayer, meal, and tea breaks.  

UAE has a similar process.  Budget about 6-8 weeks.  Good luck!

Conditions and requirements

1. Submit the original documents and copies thereof

2. If the father is not available, an official power of attorney is required from the father or the father's signature on the birth certificate application

3. Visit a Preventive Medicine Center with the documents required by the emirate in which the child was born. UAE nationals can receive the birth certificate through a Mabrouk Ma Yak package, in which the birth certificate will be sent to the Federal Authority for Identity and Citizenship on behalf of the client

4. Birth certificates stamped by Abu Dhabi Department of Health or Dubai Department of Health are equivalent to those of the Ministry of Health and Prevention

5. The birth certificate must be certified by the UAE Ministry of Foreign Affairs and the embassy of the country in which the birth certificate will be used

6. In the case of a birth inside the UAE while the father is outside the country, the following additional documents must be submitted:

- Attested marriage certificate

- Declaration from the wife stating the continuity of the marriage

- Attested copy of the husband’s passport or a letter from the embassy indicating the nationality of the father or a statement from the husband confirming the paternity of the child, attested by his country's embassy and the UAE Ministry of Foreign Affairs

7. Should the period between the date of birth and the date of marriage be fewer than 6 months, a proof of paternity from the Court is required in addition to the standard documents

8. When registering and issuing birth certificates in the case of stateless parents, 'non-citizen' should be entered in the nationality field, in accordance with the applicable rules and procedures of the Federal Authority for Identity and Citizenship

9. For holders of more than one passport, information used must be that of the passport on which UAE residence is held

10. In case of people with no religion or people of non-revealed religions, 'other' should be entered in the religion field

11. If a child is born fewer than 6 months from the date of the marriage certificate or before the date of the marriage certificate, the birth certificate will be registered and issued after the court has issued a final decision establishing paternity

12. Other cases should be presented before the Newborn Committee and the birth certificate will be issued upon the approval of the committee

13. If a child is born of an inmate of a punitive and correctional institution, the following documents are required:

- Letter from punitive and correctional establishment

- Original birth notification

- Mother's passport or a letter from the General Directorate of Residency and Foreigners Affairs

- Record from court stating the names of the mother and child, and the date and place of birth

- Completed application form

14. If any of these documents are not available, the matter will be referred to the competent committee concerned with the birth registration of newborns through the Department of Social Services, together with the following documents:

- Report or letter from the Department of Social Services

- Identity papers of the mother, if known

- Birth notification in case of hospital delivery

- Record from the court stating the child’s name

- A letter from the court stating that delivery took place at home, including the place and date of birth and parents' names

6. In cases where the child is born inside the UAE with the father not resident in the country, the following documents are required:

- Certified marriage contract

- Declaration from the wife confirming continuity of the marriage

- Certified copy of the husband's passport, or a letter from the embassy stating the father's nationality, or a declaration from the husband attested by his country's embassy establishing his parental relationship with the child

- If the above documents are not available, the matter will be referred to the Newborn Committee

1. Submit the application through the e-system and pay the fee

2. Once the documents and original copies are verified, the birth certificate will be issued

3. The certificate should be collected by the person concerned or a representative

When applying through the website:

1. Sign in to e-services, enter username and password, and log into the e-system

2. Submit the application via the e-system and pay the fee electronically

3. Visit a preventive medicine center in the same emirate for verification and matching of original documents

4. The certificate should be collected by the person concerned or a representative

When applying through the Mabrouk Ma Yak Package:

1. Submit application in the e-system

2. Pay the certificate issuance fee and the application will be sent to the Federal Authority for Identity and Citizenship

When applying through a hospital:

1. Send SMS with the notification number and the location of the service provider

2. Apply for the certificate and pay the fee through the e-Dirham card or a credit card (at the hospital or via the website on user's personal account)

3. The certificate should be collected by the person concerned or his representative
