So my girlfriend is outside of her home country and i want to petition a k-1 fiancé visa for her but  She is not a permanent resident of the country she is residing which is mexico, if I petition her would she be able to go to the interview at the Mexico embassy which would be at ciudad Juárez i gather. Also I must note that there is no US embassy in Cuba they have to travel to Guyana

What is her legal status in Mexico

She had planned to go to the border sign in and wait her turn to present her case to come in as a refugee but hasn’t done that yet and all she has is a paper that says she’s going every Tuesday to sign while with emigración in Mexico while she awaits with this paper she can move about and we can even get a transfer to ciudad Juárez but really don’t have nothing per say

Asylee* You do not apply for entry as a refugee at the border.

 

So she does not have legal residency in the Mexico? If not, she likely will not be allowed to interview there.
