W-2 forms for household member

Hello i received a Rejection for my fathers W-2  it saying that the NVC is unable to review multiple documents... i wanna know how do i submit the proper way? My father got 2 jobs so there are 2 W-2 forms for each year, and also which year am i sopoussed to submit i did2016,2017,2018. Please please help its for my wife

You submit all the W2 and major 1099 forms for each tax return you submitted.  They are part of a complete tax return.

Thanks for your respond, but what confuses me is that the response from NVC saying “UNABLE TO REVIEW MULTIPLE DOCUMENT TYPE”

Send them as PDF files, and only PDF files.
