My fiancee is from Lithuania and her address includes some non-English characters such as "Ų" and "Č".

Should 11.b (her street address) be in Lithuanian?
Also, for 11.g, Lithuania does not have Provinces, but it has Municipalities. Should we write "N/A" here or should we write the municipality?
If we should write the Municipality, should it the English translation or in Lithuanian?

Thank you 🙂

Every thing is in English or English transliteration unless they specifically request it in a different alphabet

Don't worry so much about the address,  write it in the correct format as best you can.   Nothing gets mailed anymore

YMMV

That doesn't make sense though, because its not her address then?

What part of they don't mail anything to the beneficiary did you not understand.   Enter it as close and best as you can.  Much ado about nothing

YMMV

Ok... geez.
Also for the letter of intent, should she write her name with "Č" or the English version?

Again,  the uscis will use the Roman alphabet which does not have or support diacritics

YMMV
