H1B Visa Fiscal Year 2021 Eligibility

As per the new rules proposed by USCIS, H1B Registration System will be introduced FY 2021 onwards and the petitions for the select candidate in the lottery will be processed April 1st onwards. I had plans to travel to USA on a tourist visa during the month of March - August. Do I need to be present in India for the whole process or a part of it ? Can I follow through on the visa processing even when I am out of the country ? Will that affect anything ?

Even if you are chosen in the lottery it would be for the 1st October start.
