You are not well versed in what's a legal residency.  

 

A legal resident is a domicile.  A person does not establish a new legal resident when they leave temporarily with the intent to return to their home.

You look it up.  An employed iqama holder in the middle east is domiciled and a legal resident there.  Cost me a green card back in 2011 and I hadda DCF in 2012.  Didn’t repeat that mistake a second time.

SO:  if you are 100% positive she will be back before NVC stage and she still has ties and an address in Canada leave it alone, no change.  If it is possible at all that she will still be in the middle east at approval / NVC stage then fill out the change of address form and send it in.  Best I can tell ya - really trying to avoid what I see may become a future snag in the case.

 

Well my plan is the moment we get I-130 approval to start working on her police certificate because my understanding is it is good for 6months. And then I would have her fly back home for the interview if she's not already back home. I'm 100% sure she'll be home by May and the likelihood of her getting an interview by then isn't high. And I see a much bigger issue if she has already gone home and then gets sent back to the middle east. Especially because my suspicion is they process Canada faster than ME.

As noted, the embassy requests the police certificate in most of the GCC countries.  An applicant can’t just get one.  The canadian certificate isn’t the issue.

Not at the USCIS level.  Later on, at the consular and post-interview AP phase, yes.
