Applying for the DV Program doesn't impact on your petition for your mother’s IR-5 visa. Also, I think it doesn’t count as a clear expression of "immigrant intent."

 

When my wife was waiting for her F2A visa (~5 year waiting 10 years ago), she applied for the DV program 3 times. My wife never had problem visiting the US on VWP (multiple visits for business or seeing me, ~1 week stay each) and finally got F2A without any issues.
