Just go ahead and fill ds160 and make appointment. I have never received package 3 :)

USCIS:

2016-04-16: Filed I-129F

2016-04-18: USPS tracking shows package as delivered

2016-04-20: NOA1 E-mail received. Routed to CSC for processing.

2016-07-13: NOA2 App Notification. (84 days)

2016-07-19: NOA2 Hard Copy Rec'd

NVC:

2016-07-28: NVC case received

2016-07-29: NVC case #

2016-08-02: NVC left to Embassy (In Transit)

Embassy:

2016-08-04: Case is "READY"

2016-09-07: Medical exam

2016-09-12: Interview (APPROVED)

2016-10-01: JFK POE (Ticket booked)

Hi zzMr,

 

Once I submit the ds160 I can make an appointment too?  I thought I would have to wait for the packet 3 before making an interview appointment.  I am just guessing the instructions from the Embassy "You should NOT schedule an appointment until you have received the Instruction Package Letter (PKT3 - K) and have sent all the required documents listed in STEP 1 to our office. Failure to do so may delay your visa processing." can be bend a bit.  If anyone have anymore insights feel free to chime in.  Thank you:)

Email and ask the consulate for an electronic copy of the invitation letter (packet 3) if its been more than 2 weeks since "Ready."  They sent ours electronically after 10 days...we received the paper copy in the mail a few days later.   Last year  it was required before scheduling the medical at Cho Ray, but I don't recall if we needed it to schedule the interview.

When I did mine, I completed the DS-160 and paid the Visa fee prior to doing Step 1 in the PKT3 letter.  However, I waited for 5 days after sending in the Step 1 materials to the US Consulate to actually schedule the appointment.  My understanding (perhaps erroneously) was that once they received the Step 1 documents, they updated the scheduling system on their end basically authorizing you to schedule the appointment.
