I'm trying to get all the documents in order and authenticated by the consulate before I arrive next month to marry my gf

What is it for?  Is it a requirement from some other country, in order to get married there?  If so, you may need to use their forms.

 

I'm sure you could pay a mental health professional to evaluate your mental health, but it may or may not meet the requirements for your country.

4. Certificate of Good Mental Health issued by an authorized medical institution, confirming that the applicant has no mental illnesses, or mentally sound for marriage, and is fully conscious of his/her own actions.

If you trying to getting married in VN, then it not needed. For USC want to getting married in VN, you just need go to US Embassy in Saigon and get the Affidavit of Single Status . After that, you can get the mental health check with any hospital in Saigon. If  you're not USC, then you must have these documents. You can spend few hundred $$$ and some service will take care it for you.
