I-539 Transferred to National Benefits Center

The receipt number for MIL's case starts with LIN so Nebraska Service Center.

 

USCIS Case Status Online had been stuck on Fingerprint Fee received on April 4, 2019, until I noticed it changed to "Fingerprint Review Was Completed" with the detail reading:

 

As of August 24, 2019, we completed our review of your fingerprints and are working on your Form I-539, Application To Extend/Change Nonimmigrant Status, Receipt Number LINXXXXXXXXXX, at our National Benefits Center location. We will let you know if we make a decision or need anything from you. If you move, go to www.uscis.gov/addresschange to give us your new mailing address.

 

Wondering if we have any knowledge about cases being transferred to the National Benefits Center after being assigned and presumably waiting to be processed elsewhere, in this case, Lincoln, Nebraska.  Is it just shifting the workload or something related to the specifics of the case ?

Not trying to bump my own post, but I found https://www.uscis.gov/workload-transfers which means it probably wasn't a workload thing, since they announce those and the last one for an I539 was incoming to the LIN, not the other way around.

 

For info left out of the OP, it is an application to extend a tourist visa... at least I think it is :)

She's still here.  Sept 18 is return flight.  As I've been looking into this I-539 now at the National Benefits Center, I am guessing it is not going to turn out well for them.  I am not seeing any history of I-539 being transferred TO there.  There have been workload-related transfers FROM there, but this isn't part of an announced transfer.
