The question asks which city or town the U.S. Consulate is located in. My fiancé is located in Lima and the consulate's address is:

Block 17, Av La Encalada, Santiago de Surco 15023, Peru

Should I put "Surco, Lima"? it won't let me fit Santiago de Surco in the pdf

Just put the city,  don't need full address,  they know where it is

Soo Santiago de surco? Lima is a province not a city correct

Actually Santiago is a district,  Lima is the city.  I would just put Lima
