My husband can read & write simple English even though he’s not fluent in spoken English. I helped him fill the applications but as I’m not a certified interpreter should I put my name down where it ask for who helped you fill the form or should I put my name down as preparer ?

We did for my fiance when I helped him do his for P3 in a K1 visa.  I didn't put it as a certified interpreter, though.  We wrote my name as the person who helped him prepare the application but NOT on the person who prepared it or the certified interpreter.  Hope that makes sense!
