Question about province for a Japanese address

Timeline

For the province listing of a foreign address, should I put Tokyo Prefecture, Kanagawa Prefecture, Saitama Prefecture, etc. or something to that extent? Or is it ok to leave it blank? For the City or Town listing, I would put Akihabara, Tokyo. Just wondering if I'm being redundant. Thanks!

Maybe a little late responding to your question, but province and prefecture can be considered effectively the same for address purposes. So Tokyo, Kanagawa, Saitama, etc would all be considered the province.
