I-130 filers: why Nebraska service center is only so slow?

Is there anybody whose August or September NOA1 is approved at NSC?? looks like Potomac is approving in less than 120 days for last 6 months and Texas is also approving in 6-7 months. why is only Nebraska is doing soo... Its totally unfair for people with same cases filed?  Is there any way to expedite besides  those 4 reasons stated in USCIS website?

I can't answer your first question because we are waiting for approval on a different process. I can confirm that you are correct, though. There is nothing fair about this process at all.  It's like a lottery and no matter what application you put in, you are either at the mercy of the luck gods of where you live/what service center you end up at/who picks up your application ..... 

To my knowledge, unless something has recently changed that I don't know about, there are no additional grounds to expedite for spouse or fiance visas and petitions aside from those listed.  Hopefully if there is something new I've missed, someone will correct me
