I'll chime in as a fellow IR1 DCF in Thailand. This is what we did on Dec 6th of 2018, just a few months ago. 
1) Dropped off the application with the lady at the window at USCIS in BKK. She told us to go pay the fee and bring the receipt back to her. 
2) Walked across the street, over the bridge to the Consulate and paid the fee, then brought it back. 
3) She did something on her computer, then gave us back the receipt, and said that was it. Period, as in nothing else, lol. 

I think if you did something similar to what we did, you are probably fine. It took two and a half months to get notification that her application was approved. The BKK field office said it would take about 3 months, so we knew to not stress out if we hadn't heard anything for a month or two. In the letter they mailed to my wife, they included her case number and a link for the next step which is the Packet 3 instructions. We were expecting an email as that was requested, but no email was ever sent. If you want to know what you need for Packet 3 (which is a lot), PM me and I will send you their link. I strongly suggest you start gathering stuff now, it will help relieve the stress.

First, to Paul and Mary, I goofed re ther corerect number to call in Bangkok. I've lived in Thailand for most of 11 years and never heard of a Thai phone number that did |NOT begin with a zero - 02,03,0... So that was the first.

Thanks so much for your experience, which matched our own. I certainly don't want to bug them, but when my wiife called a week ago, they gave her the excuse of Songran causing a delay. The clock started clicking on March 28th, so it's only been1 1/2 months. I'll call them (I'm in the States) in two weeks if we haven't heard anything by then). As for gathering data,etc. she's filled out all the upcoming forms we have and has all supporting documents that we know of. If and when we get the green light vis a vis NOA#1, she'll travel to Bangkok for the police and medical tests.
