Which passport to use at airport for dual citizen baby to avoid fines

Child is a USC, she must enter the USA using a U.S. passport (it is the law).

 

If you have the Philippine passport for the child before you exit the Philippines ECC is not needed.   You will need to present both passports when you exit the Philippines.
